Paulson and Marie J. 1,000 attend funeral for slain DNR warden By Julie Aicher Associated Press MONTELLO Andrew Krakow, a state game warden gunned down while assisting sheriff's deputies during a domestic dispute, was hailed by friends and colleagues Friday as "a strong man who knew when to be gentle." About 1,000 people attended the slain warden's funeral at a church in Montello. Krakow, 41, was the martyr needed "to stimulate the longawaited and much-needed revamping of our children's code in the state statutes," said Cletus Alsteen, a state Department of Natural Resources warden from Green Lake County who worked with Krakow.

Alsteen, who made references to gun control laws and gun use, said: "Deep down I know there has to be some good in this tragic death." Krakow was shot to death Tuesday while helping Marquette County authorities investigate a reported disturbance at a home in the small town of Montello. A 13-year-old boy is accused of the killing and is being held at a detention facility in Dane County. A plea hearing will be held Wednesday. About 250 officers stood outside St. John the Baptist Catholic Church and watched the funeral on a closed-circuit television and listened to the service on a loudspeaker after the church, which holds about 375 people, filled.

Another 300 people watched the service on televisions in the church basem*nt. Wearing black bands across their badges, many officers cried during the ceremony and consoled one another. "Next to the consolation that only God can give is the comfort of the presence of so many" officers and game wardens, said the Rev. Richard Lesniak, who said the funeral Mass. About 270 law enforcement officers from 80 agencies across the Midwest attended the funeral, along with about 160 wardens from Wisconsin, Iowa, Michigan, Illinois and Canada, the DNR said.

Although they may not be able to find a purpose for Krakow's death, Lesniak assured those in attendance that the game warden didn't die in vain. He told them to have faith. "Time and our process of democracy" will help answer the questions they have, Lesniak said. Krakow "was a young man dearly devoted to his family, friends, dedicated to his work and Lesniak said. "Only God understands the plan he had for Krakow's wife, Jill, and two chil- Paid death James F.

"To see his commercials, you'd think he personally hired every one of those people." Loftus said Thompson broke a promise to provide property tax relief by increasing the state's share of local school costs to 50 percent. The state's share currently is about 46 percent. Loftus said he has offered a proposal to improve education and increase the state's share of school costs from 46 percent to 65 percent by the year 2000. Meanwhile, he said, Thompson is hiding behind a committee that will issue a report on education after the election. "Tommy Thompson says he wants to improve our schools," Loftus said.

"But he's three half years and he has flunked." On the abortion issue, Loftus revived a nickname Thompson had 0 Proof In a second interview, on Sept. 25, Esker stood by her story and denied she rented a car the night of the killing, the detective testified. But on Sept. 29, Esker admitted to investigators she strangled Cihaski, but said it was an accident, Detective Randall Hoenisch testified. Hoenisch said after Esker admitted to the killing, she told him the argument between the women in Cihaski's car escalated after Esker said she was pregnant by Buss.

Cihaski accused Esker of telling friends that Cihaski was pregnant, Hoenisch said. Thompson has "flip-flopped, waffled and sidestepped" on abortion in an election year, but still is opposed to a woman's right to have an abortion, Loftus said. "Don't let him fool you," Loftus said. "To the women of Wisconsin, he's still Dr.

No." State Democratic Party Chairman Jeff Neubauer said the party is united behind the candidacy of Loftus. "The fact of the matter is that he doesn't even have an (Democratic) opponent," Neubauer said. "That speaks for itself." Unlike past years, there are no major controversies within the Democratic Party this year, Neubauer said. He said the 1990s will be good for Democrats because the public is turning against the Republican Party on a number of major issues. "The Republican coalition based on a fear of Russia, cutting taxes and hard-line anti-choice on abortion is beginning to fall apart," Neubauer said.

The women exchanged more verbal insults and Esker noticed a narrow, leather-like belt in the back seat of the car, grabbed it and put it around Cihaski's neck, the detective testified. "Lisa Cihaski then started grabbing at her, grabbing at her hair and neck. (Esker) said she was scared and pushed on Lisa Cihaski, but wasn't certain if it was with her arm or the belt," Hoenisch said. Esker dumped out a purse, found a mirror, checked to see if Cihaski was breathing and realized she was dead, the deputy said. "Lori Esker told me that she thought to herself, 'Oh my, God.
